This is how Express Entry works
In the Express Entry system, Canada selects qualified immigrants to receive ITA based on their ability to settle in Canada and participate in our economy. Persons applying for permanent residence are issued a permit to work in Canada. The Express input consists of two stages:

Candidates complete the Express Entry online profile to provide information about their skills, work experience, language skills, education and other details. Individuals who meet the criteria for any of the aforementioned federal immigration programs will be placed in the applicant pool. Candidates can use the Come to Canada online tool to verify that they meet the criteria for access to the Express Entry Pool.
Immigration, Refugee and Citizenship Canada uses information from profiles to evaluate applicants based on performance in different categories. Candidates earn points for a job offer, specific skills and experience, or a provincial nomination. Candidates with the highest scores will receive an ITA for permanent residence.
If you want to hire employees who do not live in Canada, you can help them get to Canada by posting vacancies before they come into employment. A vacancy supported by a positive Labor Impact Assessment (LMIA) stating that there are no qualified Canadians to fill the vacancy will receive bonus points.

Employers can reach newcomers to Canada, including refugees, through a Canadian job bank, as well as through private job boards and, in some cases, through regional nomination programs (PNPs).

Employer Liaison Network (ELN) helps employers to use the Express Entry system effectively.

The staffing program allows employers to hire foreign workers to address a temporary shortage of skilled workers. Not part of the Express Entry system, but it could be a stepping stone to permanent residence in Canada.

2 Immigration pilot for rural and northern areas

The Immigration Pilot for Rural Areas and the North was launched in 2019 as an initiative to boost economic growth in these areas by attracting skilled workers. This program includes communities in Ontario, Manitoba, Saskatchewan, Alberta, British Columbia, Nunavut, Northwest Territories, and Yukon.

Provincial nomination program (PNP)

A provincial nomination provides a valuable path to permanent residence in Canada.
